Forestry asset price evaluation refers to the process of analyzing and estimating the value of assets such as forests, trees, forest land, and forest landscapes on a specific benchmark date by professional institutions and personnel based on relevant laws, regulations, and technical specifications. As a key bridge connecting ecological resources and financial markets, scientific asset evaluation is not only the foundation for forest rights transfer, mortgage loans, and financial leasing, but also an important prerequisite for promoting the standardized operation of forestry factor markets.
在評估對象上,林業(yè)資產(chǎn)主要涵蓋林木資產(chǎn)、林地資產(chǎn)以及二者合一的森林資產(chǎn)。近年來(lái),隨著(zhù)生態(tài)文明建設的深入,森林景觀(guān)資產(chǎn)和碳匯等新型生態(tài)資產(chǎn)也逐漸納入評估視野。由于林業(yè)生產(chǎn)周期長(cháng)且受自然環(huán)境影響大,其價(jià)格不僅取決于凝結的人類(lèi)勞動(dòng),還受到資本化地租、供需關(guān)系以及政策管制的深刻影響。例如,按現用途繼續經(jīng)營(yíng)的稱(chēng)為“流轉價(jià)格”,而經(jīng)審批轉變?yōu)榉橇謽I(yè)用途的則屬于“轉用價(jià)格”。

在具體方法層面,現行技術(shù)規范主要采用三大主流模型。一是市價(jià)法,通過(guò)參照近期類(lèi)似林地的交易價(jià)格,結合立地條件、地利等級等進(jìn)行綜合系數調整;二是成本法,以重新?tīng)I造同等規模林木所需的重置成本為基礎進(jìn)行估算,多用于未成熟林分;三是收益法(如收獲現值法),通過(guò)預測未來(lái)主伐或間伐的純收入并折現計算當前價(jià)值,適用于有穩定收益的用材林和經(jīng)濟林。此外,針對防護林等特殊林種,還需額外評定其生態(tài)防護效益的價(jià)值。

One is the market price method, which adjusts the comprehensive coefficient by referring to the recent transaction prices of similar forest land, combined with site conditions, land use grades, etc; The second is the cost method, which estimates based on the replacement cost required to rebuild trees of the same scale, and is often used for immature forest stands; The third method is the income approach (such as the present value of harvest method), which predicts the net income of future main or intermediate logging and discounts it to calculate the current value. It is suitable for timber forests and economic forests with stable income. In addition, for special forest species such as protective forests, the value of their ecological protection benefits needs to be evaluated separately.
